Glendora Municipal Election

The intent is to provide potential candidates with an overview of the election process and an idea of what it entails to run for an elected City seat.

Members of the public who are not interested in running for public office but would like to know more about the election are welcome to view the information below.

Any member of the public who is not disqualified by the Constitution or laws of the State from holding a civil office and meets the requirements below may run for public office in the City of Glendora.

• Be at least eighteen years of age
• Be a citizen of the United States and a resident of the State of California and incorporated areas of City of Glendora
• Be a registered voter of the City of Glendora
• Reside within the Candidate Specific Council District at the time the nomination paper is issued and for the duration of your term.

A Candidate registration and qualification is required to be submitted and approved by the City Clerk before nomination papers can be pulled. Nomination papers will not be issued if the candidate is not a registered voter. (California Elections Code ["E.C."] §201.)

Individuals who intend to run for office must file Fair Political Practices Commission (FPPC) forms with the City Clerk's Office before soliciting any campaign contributions or making any campaign expenditures.

Campaign Contribution Limits

Pursuant to Assembly Bill 571 (Stats. 2019, Ch. 556, AB 571 Mullin), beginning January 1, 2021, a state campaign contribution limit will by default apply to city and county candidates when the city or county has not already enacted a contribution limit on such candidates. Because the City of Glendora has not enacted contribution limits, these limits will apply to all candidates running for City offices within the City of Glendora. These contribution limits do not apply to special or school District candidates. Along with the new campaign contribution limit, there are related provisions that formerly applied only to state level candidates that will now apply to city and county candidates.

Contribution limits can be found in Regulation 18545(a)2 and on the FPPC website. The default limit for contributions to city and county candidates subject to AB 571 for 2023-2024 is set at $5,500 per election.

Residents interested in running for office are encouraged to attend the pre-nomination workshop. For additional information contact the City Clerk's Office at CouncilElections@CityOfGlendora.gov. The City Clerk offers appointments to discuss the prospect of running for office with any interested resident.

 7/15/24 - 8/9/24: Nomination Period - Official Nomination Papers for City Council offices are available in the Office of the City Clerk, 116 E. Foothill Blvd., Glendora. Candidates may circulate nomination petitions to gather signatures of registered voters for the following offices: City Council Districts 2, 3 and 5.

8/10/24 - 11/5/24: Large Contribution and Expenditure Reporting Period (90 days Prior to Election) - Filing deadline is within 24 hours of receiving contributions of $1,000 or more from a single source.

8/9/24: Nomination Period - closes on Friday, August 9, 2024 at 5:00 p.m.

8/10/24-8/14/24: Extended Nomination Period - If an incumbent candidate for City Council does not file, or files and does not qualify, the nomination period is extended to Wednesday, August 14, 2024, at 5:00 p.m., for only that office and for only candidates other than the incumbent.

8/14/24: Withdrawal of Candidate: Candidate may withdraw candidacy until 5:00 p.m. on this date.

8/15/24: Randomized Alphabet Drawing: Secretary of State will conduct randomized alphabet drawing, which shall determine the order in which candidate, other than the incumbent, may file or withdraw for said office.

9/6/24: Campaign Signage - First day to post campaign signs.

10/3/24: Campaign Disclosure Statement Due: (First) Pre-Election Statement - Election Campaign Statement due for the period 7/1/24-9/27/24, filed with the City Clerk.

10/7/24-11/5/24: Vote by Mail Ballots - In the state of California any registered voter will receive a vote by mail ballot. County election officials will mail ballots to all active registered voters.

10/21/24: Voter Registration - Last day to register to vote. Same day voter registration is available at any Voting Centers located in the County of Los Angeles.

10/24/24: Campaign Disclosure Statement Due: (Second) Pre-Election Campaign Statement due for the period 9/20/24-10/18/24, filed with the City Clerk.

10/26/24-11/5/24: Vote Center Voting (In-Person) - will be available at designated locations weekdays and weekends at any Vote Center located in the County of Los Angeles beginning October 26, 2024 and continuing through Election Day, November 5, 2024.

8/10/24-11/5/24: Late Contributions/Independent Expenditures: (Within 24 Hours of Receipt) Sums over $1,000 to/from a single source must be reported within 24 hours by fax, telegram, personal delivery or guaranteed overnight must be reported within 24 hours by fax, telegram, personal delivery or guaranteed overnight service.

11/5/24: Election Day - Voting Centers will be open from 7:00 a.m. to 8:00 p.m.

11/15/24: Campaign Signage - Deadline to remove campaign signs!

12/5/24: Last day for Los Angeles County to complete official canvass.

12/10/24: Glendora City Council certifies election results and administers oath of office
