Parking Regulations

  • All vehicles must be parked on a legally installed, paved surface. Not on lawns.
  • Early morning parking (commonly called, overnight parking) without an early morning parking permit is prohibited on all city streets from 2 am to 4 am, Monday through Friday. A parking violation will cost you $51.
  • Vehicles parked in Preferential Parking Districts must have a preferential parking permit displayed according to the hours designated for the three districts, which includes between the hours of 7:00 a.m. and 3:00 p.m. in District 1, between 7 am and 8 pm in District 2, and all hours in District 3. A parking violation will cost you $51.
  • Vehicles left illegally parked on the street for more than 72 hours, may be towed and stored.
  • Recreational vehicles (campers, boats, etc.) may not be parked in front yard setbacks in residential zones.
  • Commercial vehicles weighing more than 7,000 pounds may not be parked for more than two hours in residential zones.
  • Commercial vehicles may not be parked for more than one hour in commercial zones unless the vehicle is owned by the property owner.

Early Morning Parking Permits

(aka Overnight Parking Permits or Nightly Parking Permits)

Early Morning Parking Permits may be purchased from vending machines, located in front of the Glendora Police Department, 150 S. Glendora Ave., and at Gladstone Park, 630 E. Gladstone St. The cost is $5 per vehicle, per early morning. For the permit to be valid, the license plate number or vehicle identification number of the vehicle must be written on the permit and displayed face-up on the driver's side of the vehicle's dashboard.

Preferential Parking Permits

Preferential Parking Permits are permits given to residents living in areas around Glendora High School (District 1), Citrus Community College (District 2) and Foothill Presbyterian Hospital (District 3). Residents are given two parking permits as to park in the designated zones. Additional permits are available at the Glendora Police Department at a cost of $5 for each vehicle registered at your residence. Proof of registration is required for more than two vehicles.

Temporary Parking Permits

Temporary Parking Permits may be purchased during construction projects in which access to off-street parking is not available. These permits are available for purchase at the city's Community Preservation Office, 150 S. Glendora Ave., Monday through Friday, 8 a.m. to 5 p.m. Each permit is $35 per vehicle and is valid for 30 calendar days. Applicants should bring a valid city-issued building permit when applying for a temporary permit.

Annual Parking Permits

Annual Parking Permits may be purchased when all existing legal parking spaces are being used by operating vehicles, and when no additional legal parking space exists. This does not apply to garages being used to store household items instead of cars. A non-refundable fee must be paid at the time of application. Trailers, commercial vehicles, recreational vehicles, vehicles not registered to the applicant's address, or vehicles with expired/invalid registration, are ineligible for annual permits.

Applicant must meet the criteria as set in G.M.C. 10.12.022 Early Morning Parking Permit - Annual Permits

1.) How do I qualify for an Annual Parking permit?

  1. You must have more vehicles than the legally permitted available off-street parking at your residence.
  2. All parking spaces, including garage and driveway, must be used for parking of vehicles and not for storage.
  3. Only passenger vehicles may qualify for parking permits. RV's, motorcycles, boats, etc., do not qualify for permits.
  4. All vehicles must be currently registered to the application address being provided for exemption.
  5. All driver licenses must reflect the address being provided for exemption.

2.) How many permits can I apply for?

  1. You can apply for as many permits for vehicles that are over the amount of legal spaces your property is built for.
  2. Permits are issued per calendar year beginning January 1st through December 31 for the year that you apply for.

3.) How do I apply for a permit?

  1. An application form must be completed and turned in to the Community Preservation Bureau.
  2. All applications must be submitted in person with all the required documents. Incomplete applications will not be accepted.
  3. Mailed and faxed applications with not be accepted.
  4. Payment must also be made when submitting an application.

4.) Do I need to bring in my vehicle registrations?

  1. Please provide copies of current registration to ALL vehicles parked at your residence.
  2. All registrations must reflect the address being requested for exemption.

5.) What if I am a student living in Glendora?

  1. When applying for a permit, let the office know you need a student exemption parking permit.
  2. Still provide copies of all registrations and driver licenses even though your primary residence will be a different location.
  3. Provide a current copy of your lease agreement showing that you reside in Glendora.
  4. You must provide a copy of your valid student I.D. and/or current school registration.
  5. The fee is the same as a regular permit and must be paid when submitting an application.

6.) What if I live in an apartment complex?

  1. You may qualify for a parking permit only if there is proof of deficiency at your apartment unit location.
  2. Depending on the number of bedrooms you are leasing, the number of parking spaces should be matching (example: one bedroom=one parking space, two bedrooms=two parking spaces, and three bedrooms=three parking spaces).
  3. If the number of parking spaces is less than the number of bedrooms, you may apply for the amount of parking permit(s) to equal the amount of bedrooms you are leasing.
  4. The amount of people or vehicles is not a deciding factor for parking permit qualification. Only the amount of bedrooms vs. parking spaces is considered.

7.) What if I live in a RV/Trailer Park?

  1. Residents of RV/trailer parks do not qualify for annual parking permits as they are regulated by the State of California.
  2. Residents are only allotted the space they are leasing within the trailer park for parking of RV/trailer and vehicles.
  3. Residents may request for additional parking within the trailer park to their property management if available.
  4. You may obtain daily parking permits to park on the street only.

8.) What if I drive a company vehicle?

  1. Please provide a letter from your supervisor on your company's letterhead indicating that the vehicle has been issued to you.
  2. The letter shall indicate your name and home address.
  3. Provide a copy of the company vehicle registration with the application.
  4. All commercial vehicles are still subject to the Glendora Municipal Code section 10.12.060-Prohibited parking of commercial vehicles in residential zones.
  5. The fee is the same as a regular permit and must be paid when submitting an application.

9.) What if I change my vehicle or license plate after I have purchased a permit?

  1. Provide a copy of your new vehicle registration or the sale agreement showing the vehicle identification number (V.I.N.) if you do not yet have plates on the vehicle.
  2. A new permit will be issued to your new vehicle and the old permit will be retracted as null and void.
  3. There is no additional fee to exchange a permit within the same year issued.

10.) What if I change my address after I have purchased a permit?

  1. Provide a copy of your new change of address form from DMV for your driver's license and vehicle registrations.
  2. There is no additional fee to exchange a permit within the same year issued.

11.) What if I move from the City of Glendora before my permit expires?

  1. The application payment is non-refundable as established by City Council resolution.
  2. There is no proration for using a parking permit for only part of the year.

12.) What if I have a disabled placard?

  1. Any vehicle displaying a disabled placard is exempt from having to obtain a parking permit.
  2. Placard must be displayed in lieu of parking permit to avoid citations.

13.) What if my application is denied?

  1. You will receive notification via U.S. mail if your application is denied.
  2. Application payment is non-refundable as established by City Council resolution.
  3. Appeals for denial can be filed with the City of Glendora Planning Commission located at City Hall.
