Sewer System Management Plan (SSMP)

The State Water Resources Control Board (SWRCB) adopted Order No. 2022-0103-DWQ on December 6, 2022. This statewide Waste Discharge Requirements (WDRs) General Order for Sanitary Sewer Systems applies to all public agencies that own or operate a wastewater collection system greater than one mile in length.

The order requires each agency to develop a Sewer System Management Plan (SSMP) that documents how the system is operated, maintained, and managed in order to minimize the risk of sanitary sewer overflows (SSOs) and protect water quality.

City of Glendora SSMP

The sewers within the City of Glendora are primarily maintained through the Los Angeles County Consolidated Sewer Maintenance District (CSMD). In compliance with the SWRCB’s General Order, Glendora has developed an SSMP that provides detailed plans and programs for:

  • Operation and preventive maintenance of the sewer system

  • Emergency response to SSOs

  • Fats, Oils, and Grease (FOG) control program

  • Capacity assessment and assurance

  • Condition assessment and rehabilitation planning

  • Staff training and organization

  • Performance monitoring and program audits

Updates and Audits

To ensure ongoing compliance and continuous improvement, the City’s SSMP is updated and audited on a recurring basis:

  • SSMP Updates: Required every six years under Order No. 2022-0103-DWQ

  • SSMP Audits: Conducted every three years to evaluate effectiveness and identify areas for improvement

  • Next Audit: Scheduled for 02/02/2028

  • Next Full SSMP Update: Scheduled for 08/02/2031
