Affordable Housing in Glendora

The City of Glendora has two affordable housing communities that serve different resident populations. Availability and waitlists are managed directly by each property.

Elwood Apartments
Affordable housing community serving families.
To inquire about unit availability or to be added to the waitlist, residents must contact Elwood Apartments directly.

Affordable housing community serving seniors.
To inquire about unit availability or to be added to the waitlist, residents must contact Heritage Oaks directly.

Please note, the City does not manage tenant selection or waitlists for these properties. Each community maintains its own application process and eligibility requirements.

The SGV HOME Program is available to help eligible San Gabriel Valley renters who are experiencing a housing crisis or are at risk of losing their housing.

Experiencing Housing Instability or Risk of Homelessness

If you are at risk of displacement or experiencing homelessness, the City’s Human Services Division may be able to provide information to available support services.

Mobilehome Resources

Mobilehome residents may have different rights and resources depending on whether they own their mobilehome and rent the space or rent the mobile home from another owner.

Mobilehome Homeowners: Space Rent Increases

If you own your mobilehome and rent the space within a mobilehome park, the City of Glendora's Mobilehome Park Rent Stabilization Ordinance regulates certain space rent increases.

The City's Mobilehome Park Rent Stabilization Ordinance does not regulate rent charged to someone who rents the mobile home itself.

If you rent a mobilehome and do not own the home, questions regarding your rent, lease, repairs, landlord-tenant rights, harassment, or housing discrimination should be directed to the Housing Rights Center.

Mobilehome Complaints

The California Department of Housing and Community Development's Mobilehome Assistance Center provides information and accepts complaints involving mobilehome parks.

This may include concerns related to:

  • Health and safety conditions within a mobilehome park
  • Water, sewer, electrical, or gas conditions
  • Park grounds or maintenance concerns
  • Mobilehome registration or title issues
  • Possible violations of the California Mobilehome Residency Law
  • Other complaints involving a mobilehome park or park management
