Glendora Housing Authority

The Glendora Housing Authority serves as the Housing Successor to the former Glendora Redevelopment Agency. In accordance with California State Law, all redevelopment agencies throughout the state were officially dissolved as of February 1, 2012. As the designated successor, the Glendora Housing Authority is responsible for overseeing the remaining housing obligations and continuing the City’s commitment to affordable housing initiatives.

Community Development Block Grant Program

Each year, the City of Glendora proudly participates in the Community Development Block Grant (CDBG) Program, a federally funded initiative administered by the U.S. Department of Housing and Urban Development (HUD).

This program helps our community invest in projects and services that make a real impact—especially for residents who need it most. CDBG funding supports efforts that align with the following national objectives:

  • Providing benefits to low- and moderate-income individuals and families
  • Addressing conditions of slum or blight
  • Responding to urgent community needs, such as health and safety concerns

Through this program, Glendora continues its commitment to building a stronger, more inclusive, and resilient community.

Free Fair Housing Services for Glendora Residents

The Housing Rights Center (HRC) provides free fair housing services to all Glendora residents. Whether you're a tenant or a landlord, HRC offers support, education, and legal guidance to help ensure equal housing opportunities for everyone.

Services include:

  • Landlord-Tenant Counseling: Get answers to your questions about rental rights and responsibilities; covering topics like evictions, repairs, rent increases, security deposits, and more.
  • Discrimination Investigations: HRC investigates complaints of housing discrimination and helps individuals take action to protect their fair housing rights.
  • Outreach & Education: HRC hosts educational programs for residents, landlords, and community groups on fair housing laws, illegal practices, and best practices in housing.

AB 987 Affordable Housing Database

In compliance with Assembly Bill (AB) 987, the City of Glendora maintains a public database of affordable housing units that have been developed, substantially rehabilitated, or otherwise assisted using funds from the former Redevelopment Agency’s Low and Moderate Income Housing Fund.

This includes units counted toward meeting the City’s inclusionary and replacement housing obligations.

Please be aware this is only a record of affordable housing that has been assisted with Low and Moderate Income Housing Funds; it is not a listing of currently available housing. Please contact the sites directly to inquire about availability and eligibility.

Analysis of Impediments to Fair Housing

The Analysis of Impediments to Fair Housing Choice (AI) provides an in-depth look at Glendora’s demographics, housing needs, and the availability of diverse housing options for all residents.

This report examines both private market dynamics and public sector policies that may limit housing opportunities or restrict access to fair housing. While it does address the presence of housing discrimination, its primary focus is on identifying broader barriers known as "impediments" that may prevent individuals or families from accessing safe, affordable housing on an equal basis.

The AI also outlines strategies and recommended actions to reduce or eliminate these barriers, ensuring that fair housing remains a priority in Glendora’s community planning.

 

Community Development Block Grant Consolidated Plan

Every five years, the City of Glendora adopts a Consolidated Plan as part of its participation in the Community Development Block Grant (CDBG) program. This strategic plan outlines the City’s goals, priorities, and funding objectives to address community development and housing needs.

At the close of each program year, the City of Glendora prepares the Consolidated Annual Performance and Evaluation Report (CAPER) to summarize the accomplishments and outcomes of its Community Development Block Grant (CDBG) activities.

This report highlights how federal funds were used to benefit the community and ensures transparency and accountability in program delivery.
