NOTICE IS HEREBY GIVEN that a public hearing will be held as required by Section 147(f) of the Internal Revenue Code of 1986 in the City Council Chambers of City Hall, 116 E. Foothill Boulevard, Glendora, California, on Tuesday, June 24, 2025 at 7:00pm.
A public hearing will be held with respect to the proposed issuance by the California Statewide Communities Development Authority (the "Issuer") of qualified 501(c)(3) bonds, as defined in Section 145 of the Code, for hospital or other health care and related facilities in one or more series in an amount not to exceed $90,000,000 (the “Bonds”). Proceeds of the Bonds in an amount not to exceed $13,000,000 is expected to be used to finance and/or refinance the acquisition, construction, equipping, improvement, renovation, rehabilitation and/or remodeling (including by reimbursing expenditures made for such purposes) of hospital, health care and related facilities located generally at 2244 East Route 66, 415 West Carrol Street, and 250 South Grand Avenue, each in Glendora, California. The facilities are to be owned and operated by Emanate Health or one of its affiliates, each a nonprofit public benefit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986.
The remainder of the proceeds of the Bonds will be used by Emanate Health or one of its affiliates to finance or refinance projects located in the City of Covina and the City of West Covina.
The Bonds will be special limited obligations of the Issuer payable solely from the loan repayments to be made by Emanate Health to the Issuer, and certain funds and accounts established by the bond indenture for the Bonds.
Interested persons wishing to express their views on the issuance of the Bonds or on the nature and location of the facilities proposed to be financed and/or refinanced may attend the public hearing and submit comments using one of the following methods:
OPTION 1: E-MAIL
Public comments can be submitted via email to publiccomment@cityofglendora.gov with the subject “Public Comment”. The City Clerk will read emails received out loud (up to 3 minutes) into the public record if received in real time and prior to the commencement of Public Comment Period or Public Hearing. Otherwise, it will be read into the record at the end of the meeting.
OPTION 2: MAIL
Public comments may be mailed to 116 E. Foothill Boulevard, Glendora, California 91741 ATTN: City Clerk’s Department-Public Comment. The City Clerk will read public comments received out loud (up to 3 minutes) into the public record if received before [5 p.m.] on the date of the meeting. Otherwise, public comments will be considered late correspondence and incorporated into the meeting minute record.
In compliance with the American with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City of Glendora’s City Clerk’s Office at (626) 914-8210. Notification 48 hours prior to the June 24, 2025 City Council meeting will enable the City to make reasonable arrangements to ensure accessibility to the meeting.
If you challenge this action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered at, or prior to, the public hearing.
