NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
NORTH GLENDORA RESERVOIR REPLACEMENT PROJECT

NOTICE IS HEREBY GIVEN: In accordance with the State of California Public Resources Code §21092, §15063, and §15072 of Title 14 of the California Code of Regulations Guidelines pertaining to the California Environmental Quality Act, and the Glendora Municipal Code, this is to advise that the Public Works Department of the City of Glendora has prepared an Initial Study/Mitigated Negative Declaration (Draft MND) of Environmental Impacts on the following project and is recommending the environmental determination described below.
PROJECT DESCRIPTION: The project (“North Glendora Reservoir Replacement”) involves the following components on the 2.0-acre Project site: 1) site preparation and grading of a new pad to the west of the existing reservoir pad, 2) construction of new 0.3 MG reservoir (NGR-A), 3) demolition of the existing bolted steel reservoir (North Glendora B [previously known as Reservoir 19B]), and 4) construction of second 0.3 MG reservoir (NGR-B) at approximately the same location as reservoir B. Additional improvements would include construction of inlet/outlet pipelines, overflow and bottom drain pipelines, and widening of the existing reservoir access road.
The purpose of the proposed project is to replace the existing bolted steel North Glendora Reservoir with two new welded steel tanks to provide the storage required (operational, fire flow, and emergency) for Zone 3A, with consideration of outage of any of the zone’s reservoirs or Glencoe Pump Station. The project would operate two new 323,000-gallon reservoirs each with usable volumes of 242,368 gallons for a total usable capacity of approximately 484,736 gallons. The reservoirs would discharge into City potable water lines and provide service to the City’s water customers for municipal purposes throughout the reservoir’s approximately 156-acre service area. Operation of the reservoirs would provide increased reliability for existing water customers within the 156-acre service area. Operation would require intermittent maintenance servicing.
The project involves the following discretionary approvals from the City of Glendora:

Location: The project site is located in the northeastern portion of the City of Glendora, situated within the foothills of the San Gabriel Mountains overlooking the San Gabriel Valley to the south (see Figure 1, Regional Location Map). The project site is located on two adjacent lots on the northerly end of North Glendora Avenue and includes portions of Assessor’s Parcel Numbers (APNs) 8636-015-902 and -020.
PUBLIC REVIEW AND COMMENT PERIOD
Mitigated Negative Declaration. An Initial Study of Environmental Impacts was prepared pursuant to California Code of Regulations, Title 14, Division 6, Chapter 3, Article 6, Section §15063 (“CEQA Guidelines”). A Mitigated Negative Declaration of Environmental Impacts (“MND”) is proposed for this project pursuant to CEQA §15070. The public review and comment period for the MND begins on Thursday, October 23, 2025, and ends on Friday, November 21, 2025.
Comments on Draft MND. Written Comments concerning the adequacy of the information provided in the Draft MND may be submitted through November 21, 2025, to the attention of Paul Zampiello, Assistant Public Works Director, in the Public Works Department.
