Ordinance No. 2094 

An Ordinance of the City Council of the City of Glendora adopting the official fire hazard severity zone map prepared by the California Department of Forestry and Fire Protection and the Office of the State Fire Marshal for local responsibility areas within the City, Pursuant to Government Code Sections 51175-51189  

THE CITY COUNCIL 
City of Glendora, California 

WHEREAS, the California Department of Forestry and Fire Protection has, pursuant to Government Code §§ 51175 through 51189 and Public Resources Code § 4201 through § 4204, conducted a review and update of the Fire Hazard Severity Zone maps for jurisdictions throughout the State of California; and,  

WHEREAS, these updated maps are intended to reflect current scientific data, fire behavior modeling, vegetation conditions, and topography; and 

WHEREAS, Government Code §51179 requires each city to post the map on its website, answer questions on the map, and to adopt, by ordinance, the updated Fire Hazard Severity Zone map for their jurisdiction within 120 days of receiving the proposed map; and 

WHEREAS, the updated Fire Hazard Severity Zone map was made available to the public for review and comment as required Government Code §51178.5. The map was posted on the City of Glendora website on March 25, 2025, and the City Council of Glendora received a presentation on the subject during the Council meeting held on March 25, 2025; and 

WHEREAS, adoption of the updated Fire Hazard Severity Zone map attached hereto as Exhibit “A” will support the enhanced fire planning, building code application, public awareness, and emergency preparedness within areas of elevated fire risk.  

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: 

SECTION 1. The City Council hereby adopts the Fire Hazard Severity Zone map as recommended by the California Department of Forestry and Fire Protection pursuant to Government Code section 51178 as shown on Exhibit “A”.  

SECTION 2. This Ordinance is exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines, which provides that CEQA only applies to projects that have the potential for causing a significant effect on the environment. 

SECTION 3. Severability clause: If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held to be invalid or unenforceable by a court of competent jurisdiction, the remaining portions of this Ordinance shall nonetheless remain in full force and effect.  The City Council hereby declares that it would have adopted this Ordinance irrespective of the invalidity of any particular portion thereof. 

SECTION 4. Repealer Clause: If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held to be invalid or unenforceable by a court of competent jurisdiction, the remaining portions of this Ordinance shall nonetheless remain in full force and effect.   

SECTION 5. Effective Date: The Mayor shall sign this Ordinance and the City Clerk shall attest and certify to the passage and adoption thereof and cause same to be published at least once in the San Gabriel Valley Examiner, a weekly newspaper of general circulation, published in the City of Glendora, which newspaper is hereby designated for that purpose (per Govt. Code § 40806).  This Ordinance shall be effective on the thirtieth (30th) day after its adoption by the City Council.
