RE:     Proposed levy and assessment for the Glendora Village Business Improvement District for the Fiscal Year 2026-2027

Dear Business Owner:

The Glendora Village Business Improvement District Advisory Board prepared the FY 2026-2027 Annual Report and recommended that the City Council of the City of Glendora approve a proposed levy and assessment of business owners within the Glendora Village Business Improvement District for the fiscal year 2026-2027.  In response to this report and recommendation, as permitted under the California Streets and Highways Code, the City Council adopted a resolution on March 24, 2026, announcing intentions to levy and collect the assessments for the fiscal year 2026-2027 as recommended by the Glendora Village Business Improvement District Advisory Board.

NOTICE IS HEREBY GIVEN that the City Council shall hold the following meeting and public hearing in connection with the proposed assessment: 

  1. Public Meeting – April 28, 2026, at 7:00 p.m., City Hall, Council Chambers,
    116 E. Foothill Boulevard, Glendora, California, 91741.

The Public Meeting will allow public testimony regarding the proposed assessments or the furnishing of specified types of improvements or activities within the area.

The Public Hearing has been set for the City Council to hear oral and written testimony from interested parties.  At the end of the Public Hearing, the City Council shall determine whether sufficient protests equaling 50 percent or more of the assessments proposed have been received.  If sufficient protests are received, the assessments shall not be adopted or the furnishing of specified types of improvements or activities within the area shall not be approved.

A protest may be made orally or in writing by any interested person. Any protest pertaining to the regularity or sufficiency of the proceedings shall be in writing and shall clearly set forth the irregularity or defect to which the objection is made.  Every written protest shall be filed with the city clerk at or before the time fixed for the Public Hearing. The City Council may waive any irregularity in the form or content of any written protest and at the Public Hearing may correct minor defects in the proceedings. A written protest may be withdrawn in writing at any time before the conclusion of the Public Hearing.

Each written protest shall contain a description of the business in which the person subscribing the protest is interested sufficient to identify the business and, if a person subscribing is not shown on the official records of the city as the owner of the business, the protest shall contain or be accompanied by written evidence that the person subscribing is the owner of the business. A written protest which does not comply with this section shall not be counted in determining a majority protest.
