NOTICE OF PUBLIC HEARING
Glendora City Council

NOTICE IS HEREBY GIVEN that the Glendora City Council will hold a public hearing in the City Council Chamber of City Hall, 116 E. Foothill Boulevard, Glendora, California, on Tuesday, March 24, 2026, at 7:00 p.m. to receive and consider proposed funding recommendations for the Fiscal Year (FY) 2026-2027 Community Development Block Grant (CDBG) funds which are received from the Department of Housing and Urban Development (HUD). Any persons interested in this matter is invited to attend and provide comments.

NOTICE IS HEREBY GIVEN that the Glendora City Council will hold a public hearing on Tuesday, May 12, 2026, at 7:00 p.m. to consider adoption of the draft FY 2026-2027 Annual Action Plan (AAP). The draft FY 2026-2027 AAP will be available for 30-day public comment from April 9, 2026 until the beginning of the City Council meeting public hearing held on May 12, 2026. Any persons interested in this matter is invited to attend and provide comments.

PUBLIC HEARING MEETING LOCATION

The public hearings above will be held in the City Council chambers at 116 E. Foothill Boulevard, Glendora, California. In compliance with the American with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City of Glendora’s City Clerk’s Office at (626) 914-8210. Notification 48 hours prior to the March 24, 2026 City Council meeting will enable the City to make reasonable arrangements to ensure accessibility to the meeting.

BACKGROUND

Every five years, HUD requires that the City adopt a "Consolidated Plan," which establishes the goals and objectives of the City’s CDBG program. Each year, the City is required to develop and adopt an AAP which outlines the specific uses proposed for the use of CDBG funds.  During the development of this 2023-2028 Consolidated Plan, the following priority needs and objectives were established:

  1. Infrastructure and Public Facilities: Improve and expand infrastructure and public facilities that benefit low- and moderate-income neighborhoods and residents.
  2. Economic and Human Development: Provide for the economic development needs of low- and moderate- income persons and neighborhood target areas.
  3. Public Services: Provide supportive services for the City’s low- and moderate-income residents and persons with special needs.
  4. Fair Housing: Promote fair and equal housing choice for all persons.
  5. Administration and Planning: Provide for administration and planning activities to carry out actions that address identified needs in the Consolidated Plan.

AVAILABLE FUNDING

The Federal budget has not yet been approved; however, the City must meet certain statutory deadlines for submitting its Annual Action Plan and providing opportunities for citizen participation so that it may proceed with the planning process based on guidance from the U.S. HUD. Based on that guidance, the City of Glendora estimates it will receive approximately $296,115 in CDBG funds for Fiscal Year 2026–2027. In addition to the anticipated annual allocation, the City currently has approximately $30,426.70 in unallocated funds and $50,000 in program income. Combined with the anticipated allocation, a total of approximately $376,541.70 is expected to be available for FY 2026–2027. While funding amounts may vary slightly, federal regulations limit Planning and Administration costs to no more than 20% of the annual grant allocation and Public Services activities to no more than 15% of the annual grant allocation.

NOTICE OF FUNDING AVAILABILITY

The City has undertaken a Notice of Funding Availability (NOFA) process to provide opportunity for local non-profits and City Departments to apply to use the FY 2026-2027 CDBG funding for programs benefitting the low- and moderate-income residents of the City.  A notice was published on December 18, 2025 and December 25, 2025, to notify the public of the NOFA and opportunity to apply for CDBG funds.  Two applications were received and two were chosen for funding.

RECOMMENDED FUNDING ALLOCATIONS FOR FY 2026-2027

Based on the limited amount of resources available to the City, statutory restrictions, and the Priority Needs established, staff recommendations for the FY 2026-2027 AAP are as follows:

All interested persons are invited to provide comments regarding the draft FY 2026-2027 AAP during the 30-day public comment period of April 9, 2026, to May 12, 2026.  Comments may be sent via U.S. Mail or via email to the address below:

All interested parties are invited to attend the public hearing on March 24, 2026 to comment on the proposed CDBG funding for FY 2026-2027, and/or attend the public hearing on May 12, 2026 to comment on the adoption of the draft FY 2026-2027 AAP.  Should you be unable to attend the public hearing, your comments must be made in writing and delivered to the City Clerk prior to the public hearing.
