SUMMARY OF APPROVED ORDINANCE

AS PRESCRIBED BY GOVERNMENT CODE SECTION 36933 (c) (1)

NOTICE IS HEREBY GIVEN THAT at their meeting held Tuesday, November 12th, 2025, the Glendora City Council conducted a second reading and adopted Ordinance No. 2095, titled:

“AN ORDINANCE OF THE CITY COUNCIL AMENDING TITLE 21 (ZONING) OF THE GLENDORA MUNICIPAL CODE TO ESTABLISH OBJECTIVE DESIGN STANDARDS AND STREAMLINE EXISTING REGULATIONS IN ALIGNMENT WITH THE CITY’S ADOPTED HOUSING ELEMENT AND STATE LAW (File # PLN22-0042)”

The Ordinance amends several sections of Glendora Municipal Code Title 21 (zoning) of the Glendora Municipal Code (GMC) to establish objective design standards and streamline existing regulations in alignment with the City’s adopted Housing Element and State law. A summary of the changes proposed by the Ordinance to the GMC are summarized as follows:

  1. Repeal and replace in its entirety, Appendix 21.B of the Zoning Code, with objective design standards for architecture and site planning for all development types.

  2. Replace the design guidelines set forth in the Arrow Highway and Route 66 Specific Plans with new consolidated objective design standards.

  3. Revise Chapter 21.03, General Regulations of the GMC to reference the City’s new objective design standards, and to incorporate key objective standards pertaining to landscaping, mailboxes, refuse storage areas.

  4. Revise Chapters 21.04, Residential Zones, 21.05, Commercial and Industrial Zones, and 21.06, Special Use Zones, to reference the new objective design standards.

  5. Revise side setbacks for accessory structures in the Rural Hillside Residential zone to be consistent with the rest of the zoning code (4 feet).

  6. Revise the threshold for Development Plan Review (DPR) for commercial projects to 25,000 square feet or greater.

Said ordinance will become effective 30 days after adoption.

The foregoing Ordinance was approved and adopted at a Regular Meeting of the Glendora City Council by the following roll call vote:
