SUMMARY OF PROPOSED ORDINANCE
(AS PRESCRIBED BY GOVERNMENT CODE SECTION 36933 (c) (1))
NOTICE IS HEREBY GIVEN THAT at their meeting held June 23, 2026, the Glendora City Council introduced for first reading, proposed Ordinance No. 2098, which if approved, will amend Chapter 10.17 of Title 10 of the Glendora Municipal Code regarding skateboarding, roller-skating, bicycling, electric bicycles, electric scooters, and other motor-assisted mobility devices, and set forth regulations for their use in certain designated areas.
The Ordinance enacts the following regulations and policies:

The proposed Ordinance amends Chapter 10.17 of Title 10 of the Glendora Municipal Code to modernize and expand existing regulations governing skateboards, roller skates, and bicycles, to include electric bicycles (e-bikes), electric scooters, and other motor-assisted mobility devices within the City of Glendora.

The proposed Ordinance incorporates current California Vehicle Code definitions for electric bicycles, electric scooters, electrically motorized boards, and other mobility devices; establishes unsafe riding standards; authorizes the designation of restricted riding areas by City Council Resolution; establishes speed regulations, penalties, and impoundment authority; creates a Bicycle Safety Education Class and Diversion Program as an alternative to monetary penalties; updates exemptions for mobility devices used by persons with disabilities; and provides for related administrative and enforcement provisions.

The proposed Ordinance is intended to promote pedestrian safety, rider accountability, and the safe operation of bicycles, electric bicycles, electric scooters, and other similar mobility devices within the City.
The City Council will consider the adoption of said Ordinance at their meeting to be held July 14, 2026, at 7:00 p.m., in the Council Chamber, 116 E. Foothill Boulevard, Glendora.

Said Ordinance will become effective 30 days after adoption.
The foregoing Ordinance was introduced for first reading at a Regular Meeting of the Glendora City Council by the following roll call vote:

NOES: COUNCILMEMBERS: None.
