Why Did I Receive This Notice?
The notice was mailed as required under Proposition 218, which requires local agencies to notify affected property owners before considering certain rate adjustments.
At the public hearing on July 14, 2026, the City Council will consider the proposed solid waste and recycling rate changes following the public hearing and protest process. Members of the public may attend and provide comments.
What Is Being Proposed?
The proposed rates and maximum rate schedule would apply to residential and commercial solid waste and recycling services in the City of Glendora
The proposed maximum rates are the highest rates that may be charged if a majority protest is not received. If approved, the proposed rate schedule would remain in effect for a five-year period from July 15, 2026 through July 14, 2031, with annual rate adjustments based on inflation (Consumer Price Index, or CPI) plus one percent each July 1.
Under SB 1383, commercial and multi-family properties will be required to use separate trash, recycling, and organics containers to comply with State recycling requirements. The proposed rate changes are intended to support the continued collection, processing, disposal, recycling, organics recycling, and related solid waste services provided by Athens Services.

How to Submit a Written Protest
Property owners and customers subject to the proposed rates may submit a written protest before the close of the public hearing on July 14, 2026.
Written protests must include:
- Name and signature of the property owner or customer responsible for account payment
- Property address or Assessor’s Parcel Number (APN)
- A clear statement opposing the proposed rates

What Happens Next?
After the public hearing, the City Council will consider all written protests received before the close of the hearing.
If a majority protest is not received, the City Council may consider adopting the proposed rates. If approved, the new rates would take effect on July 15, 2026.
