GLENDORA, Calif. — On Tuesday, June 23, 2026, the Glendora City Council introduced Ordinance No. 2098 for first reading and voted unanimously to adopt the companion resolution for a comprehensive update to the City's Municipal Code governing electric bicycles (e-bikes), electric scooters, skateboards, bicycles, roller skates, and other motor-assisted mobility devices. The ordinance modernizes regulations that had not kept pace with today's mobility technology and provides a balanced approach that promotes safe recreation while enhancing pedestrian safety throughout the community. The second reading and adoption of the ordinance took place during the July 14, 2026, Council Meeting.
The ordinance updates Chapter 10.17 of the Glendora Municipal Code by incorporating current California Vehicle Code definitions, establishing clear standards for safe riding behavior, authorizing designated restricted riding areas, strengthening enforcement tools for dangerous or repeat violations, and creating an education-focused diversion program for eligible riders. The ordinance focuses on unsafe rider behavior and establishes designated safety zones in areas with high pedestrian activity.
Education remains a cornerstone of the City's approach. The ordinance establishes a Bicycle Safety Education and Diversion Program that allows eligible participants to complete a safety course in lieu of monetary penalties. The free program includes parent participation requirements for minors and partnerships with local schools to reinforce responsible riding habits and promote long-term community safety.
"This ordinance gives our officers the modern tools they need to address today's mobility challenges while continuing to prioritize education and voluntary compliance," said Police Captain Chris Stabio. "Our goal is not simply enforcement, it's creating safer streets, sidewalks, and public spaces for everyone. By clearly defining safe riding expectations and focusing on behaviors that create the greatest risk, we can better protect pedestrians while allowing residents to continue enjoying these transportation options responsibly."
The new ordinance became effective 30 days following the adoption by City Council, August 15, 2026. The City recently completed installation of new signage and will continue outreach and education efforts designed to familiarize residents with the new regulations.
The City of Glendora remains committed to balancing innovation, recreation, and mobility with the safety of residents, visitors, and businesses. As transportation technology continues to evolve, the City will continue evaluating community needs to ensure its policies support both public safety and responsible use of emerging mobility devices.
