Negative Declaration

NOTICE IS HEREBY GIVEN: In accordance with the State of California Public Resources Code §21092, §15063, and §15072 of Title 14 of the California Code of Regulations Guidelines pertaining to the California Environmental Quality Act (CEQA), and the Glendora Municipal Code, this is to advise that the Recreation & Human Services Department of the City of Glendora prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for the following project and is recommending the environmental determination described below. The IS/MND was previously circulated for a 30-day public review period commencing on December 11, 2025, and ending on January 9, 2026. All interested persons, organizations, and agencies that were notified had an opportunity during the 30-day review period to submit written comments on the IS/MND to the City. Since the previous circulation, portions of the IS/MND have been revised to provide additions and changes to the environmental analysis pertaining to the topical area of Biological Resources, which were made in response to comments received from the California Department of Fish and Wildlife and California Department of Parks and Recreation on the IS/MND. Pursuant to the provisions of Section 15073.5 of the State CEQA Guidelines, the IS/MND is being recirculated (Recirculated IS/MND) for public review as a portion of it has been substantially revised after public notice of its availability was previously given.

The City, as lead agency, has determined that an additional 30-day public review and comment period for the Recirculated IS/MND is appropriate. The City requests that reviewers limit their comments to the revised portions of the Recirculated IS/MND. For ease of review, the City has included the entirety of the Recirculated IS/MND for public review. However, the City requests that comments, if any, be made only on the text indicated in strikethrough (for deleted text) and underline (for added text) format, which captures the necessary revisions to the Recirculated IS/MND.

Project Description: The proposed project includes the development of a formalized bike park and an improved system of connecting trails throughout the project site, which is the South Hills Wilderness area of Glendora known as South Hills Park. Plans for the proposed project include a bike park core area, downhill bike-only trails, a multidirectional “pedal up” trail, a longer “cross-country” style multiuse and bi-directional trail that is planned to ring the project site, bicycle pump tracks, mountain bike jump trails, trail head improvements, staging and seating areas, a restroom facility, a regraded access road off of Glendora Avenue, and improved parking areas.

LOCATION: The project site is the South Hills Wilderness area of the city known as South Hills Park, which is a public-access park owned and maintained by the City and made up of 19 parcels (APNs 8644-013-905, 8644-013-906, 8644-014-901, 8644-014-902, 8644-014-904, 8644-014-905, 8644-014-907, 8644-014-909, 8644-014-910, 8644-014-911, 8644-015-914, 8644-015-915, 8644-027-900, 8644-027-901, 8644-027-902, 8644-027-905, 8644-027-906, 8644-027-908, 8644-027-913). The project site is generally bounded by Big Dalton Wash and State Route 66 on the north, Interstate 210 on the south, Glendora Avenue on the west, and the Metro A Line light rail tracks (former Gold Line) on the east.

PUBLIC REVIEW AND COMMENT PERIOD

Mitigated Negative Declaration (MND). An Initial Study was prepared pursuant to California Code of Regulations Title 14 and State CEQA Guidelines Section 15063. An MND is proposed for the project pursuant to State CEQA Guidelines Section 15070. The public review and comment period for the Recirculated IS/MND extends from July 2, 2026, to July 31, 2026.

Comments on Recirculated IS/MND. Written comments concerning the adequacy of the information provided in the Recirculated IS/MND may be submitted through July 31, 2026, to the attention of Kelsey Fay, Senior Management Analyst, in the Recreation & Human Services Department.
