Notice of Intent to Adopt a Mitigated Negative Declaration

NOTICE IS HEREBY GIVEN: In accordance with the State of California Public Resources Code §21092, §15063, and §15072 of Title 14 of the California Code of Regulations Guidelines pertaining to the California Environmental Quality Act, and the Glendora Municipal Code, this is to advise that the Recreation & Human Services Department of the City of Glendora has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for the following project and is recommending the environmental determination described below.
Project Description: The proposed project includes the development of a formalized bike park and an improved system of connecting trails throughout the project site, which is the South Hills Wilderness area of Glendora known as South Hills Park. Plans for the proposed project include a bike park core area, downhill bike-only trails, a multidirectional “pedal up” trail, a longer “cross-country” style multiuse and bi-directional trail that is planned to ring the project site, bicycle pump tracks, mountain bike jump trails, trail head improvements, staging and seating areas, a restroom facility, a regraded access road off of Glendora Avenue, and improved parking areas.
LOCATION: The project site is the South Hills Wilderness area of the city known as South Hills Park, which is a public-access park owned and maintained by the City and made up of 19 parcels (APNs 8644-013-905, 8644-013-906, 8644-014-901, 8644-014-902, 8644-014-904, 8644-014-905, 8644-014-907, 8644-014-909, 8644-014-910, 8644-014-911, 8644-015-914, 8644-015-915, 8644-027-900, 8644-027-901, 8644-027-902, 8644-027-905, 8644-027-906, 8644-027-908, 8644-027-913). The project site is generally bounded by Big Dalton Wash and State Route 66 on the north, Interstate 210 on the south, Glendora Avenue on the west, and the Metro A Line light rail tracks (former Gold Line) on the east.
PUBLIC REVIEW AND COMMENT PERIOD
Mitigated Negative Declaration. An Initial Study was prepared pursuant to California Code of Regulations Title 14 and CEQA Guidelines §15063. A Mitigated Negative Declaration is proposed for this project pursuant to CEQA Guidelines §15070. The public review and comment period for the IS/MND begins on December 11, 2025, and ends on January 9, 2026.
Comments on Draft MND. Written comments concerning the adequacy of the information provided in the IS/MND may be submitted through January 5, 2026, to the attention of Megan Stone, Administrative Assistant, in the Recreation & Human Services Department. Comments may be submitted by mail to 116 East Foothill Boulevard, Glendora, California 91741, or via email at MStone@cityofglendora.gov.
The IS/MND materials may be downloaded via the City’s website (https://www.cityofglendora.gov/City-Hall/Public-Notices). The IS/MND and related documents are also on file for public inspection between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday exclusive of holidays at the following locations:
