RESOLUTION CC 2026-16

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA STATING ITS INTENTION TO LEVY THE ASSESSMENT ZONES FOR FISCAL YEAR 2026-27 IN CONNECTION WITH CITY OF GLENDORA LANDSCAPE MAINTENANCE DISTRICT NO. 1 AND SETTING A TIME AND PLACE FOR A PUBLIC HEARING

WHEREAS,    by Resolution CC 2026-14, the City Council initiated proceedings to levy an assessment for Fiscal Year 2026-27 in connection with City of Glendora Landscape Maintenance District No. 1 (the “District”) (formerly known as “City of Glendora Landscaping & Lighting District No. 1”) pursuant to the Landscaping and Lighting Act of 1972 (California Streets & Highways Code Section 22500 et seq.) (the “Assessment Law”); and

WHEREAS,    by Resolution preliminarily approving the Engineer’s Report for Landscape Maintenance District No 1 for Fiscal Year 2026-27”, (the “Report”), which the preliminary report is on file in the office of the City Clerk and available for public inspection; and

WHEREAS,    the City Council desires to move forward with proceedings to levy the Fiscal Year 2026-27 assessment in connection with Zones 1, 4, 5, 7, 8, 12, and 16 within the District;

NOW, THEREFORE, THE City Council of the City of Glendora, California, DOES HEREBY RESOLVE AS FOLLOWS:

Section 1.   The foregoing recitals are true and correct and incorporated herein by this reference.

Section 2.   The City Council declares its intention to levy and collect an assessment for Fiscal Year 2026-27 in connection with the District.

Section 3.   The purpose of the District is to finance the landscape maintenance of certain areas in the City and to cover the incidental expenses of the assessment district.

Section 4.   The distinctive designation of the District is “City of Glendora Landscape Maintenance District No. 1” and the boundaries of the District may be generally described as including the following zones within the City:

Section 5.   Reference is made to the Report for a full and detailed description of the zones to be maintained in connection with the District, of the boundaries of the District, and of the proposed assessments upon assessable lots and parcels of land within the District.

Section 6.   The assessments and landscape improvements are as detailed in the Engineer’s Report for Glendora Landscape Maintenance District No. 1.

Section 7.   The City Council hereby directs the City Clerk to give notice of a public hearing on the Fiscal Year 2026-27 levy of the assessment in connection with the District, the same to be placed on the City Council agenda of June 23, 2026, commencing at 7:00 p.m., or as soon thereafter as feasible, in the City Council Chambers located at 116 E. Foothill Boulevard, Glendora.   At the Hearing, all interested persons shall be permitted to present written and/or oral testimony regarding the proposed assessment.

Section 8.   The City Clerk is directed to give notice of the Hearing as required by Section 22626(a), 22552 and 22553 of the 1972 Act and Section 6061 of the Government Code.

Section 9.   The City Council designates Paul Fisher who may be contacted at (626) 852-5259 as the person who interested parties may contact for information.

Section 10. The City Clerk shall certify the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.

Section 11. The City Clerk shall cause this Resolution to be published once at least ten (10) days prior to the date of the Hearing specified above in a newspaper of general circulation printed and published within the City of Glendora and shall post a certified copy of the Resolution in established posting locations according to law.
