RESOLUTION CC 2026-28

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA ADOPTING THE 2025 WATER SHORTAGE CONTINGENCY PLAN AND DIRECTING THE FILING AND IMPLEMENTATION OF THE PLAN

THE CITY COUNCIL
City of Glendora, California

WHEREAS,  the Urban Water Management Planning Act requires that every urban water purveyor that annually supplies more than 3,000 acre-feet or serves more than 3,000 connections must prepare a Water Shortage Contingency Plan within the 2025 Urban Water Management Plan, which identifies their best management practices to efficiently use and conserve water; and

WHEREAS,  the Urban Water Management Planning Act requires urban water suppliers to conduct an annual water supply and demand assessment (Annual Assessment) each year and to include in their water shortage contingency plans the procedures they use to conduct the Annual Assessment; and

WHEREAS,  the City of Glendora, being an urban water purveyor and annually providing water to nearly 13,000 service connections, has therefore prepared a Water Shortage Contingency Plan update and help a properly noticed public hearing in compliance with the Urban Water Management Planning Act; and

WHEREAS,  the City of Glendora’s water shortage contingency plan provides that by June of each year, City staff will present a completed Annual Assessment for approval by City Council or by the Council’s authorized designee with expressly delegated authority for approval of Annual Assessment determinations; and

WHEREAS,  the City Council of the City of Glendora subsequently closed said hearing at its regular meeting of May 26, 2026; and

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. That the Water Shortage Contingency Plan within the 2025 Urban Water Management Plan update is hereby adopted and ordered filed by the City Clerk; and

SECTION 2. That the Director of Public Works is hereby authorized and directed to file the Water Shortage Contingency Plan within the 2025 Urban Water Management Plan update with the California Department of Water Resources in accordance with the requirements of the Urban Water Management Planning Act; and

SECTION 3. That the Director of Public Works is hereby authorized and directed to implement the Water Conservation Programs as detailed in the adopted Water Shortage Contingency Plan within the 2025 Urban Water Management Plan update including the recommendations to the City Council regarding the necessary procedures, rules, and regulations to carry out effective and equitable Water Conservation Programs.

SECTION 4. That the City Manager is expressly authorized to approve the Annual Assessment each year.

SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.

SECTION 6. The City Clerk shall cause this Resolution to be published once within ten (10) days of adoption in a newspaper or general circulation printed and published within the City of Glendora, and shall post a certified copy of the Resolution in established posting locations according to law.
