FACILITY CONDITION ASSESMENT

The City of Glendora commissioned Bureau Veritas to conduct a citywide Facilities Condition Assessment (FCA) + Energy Audit covering all major city facilities. The assessment was presented to the City Council at the January 13, 2026 meeting and was re-included in the April 28, 2026 agenda packet. The Strategic Plan Update noted that the citywide assessment of all facilities identified over $50 million in needs to remain "Status Quo."

ABOUT THE FACILITY CONDITION INDEX (FCI)

The FCI is the primary metric used in the reports — defined as the ratio of the cost of current needs divided by the current replacement value (CRV) of the facility.  The industry-standard FCI ranges are: 

• 0–5% - New or well-maintained condition; little or no visual evidence of wear or deficiencies 
• 5–10% - Subjected to wear but still serviceable and functioning 
• 10–30% - Hard or long-term wear; nearing end of useful life
• 30%+  - Has reached end of useful life; renewal now necessary

GLENDORA PUBLIC LIBRARY

The Glendora Public Library has served as an important community resource for generations, providing access to information, educational opportunities, technology, and gathering spaces for residents of all ages. While library service in Glendora dates back to the early 1900s, the current facility at 140 South Glendora Avenue opened in 1972 and has supported the community for more than five decades.

Like many public facilities of its age, the library building faces challenges associated with aging infrastructure, evolving building standards, and changing service expectations. Over the years, the City has undertaken a variety of maintenance projects, repairs, improvements, studies, and evaluations to preserve the facility and support library operations. As community needs and library services continue to evolve, the City is also evaluating opportunities to modernize and improve the facility to ensure it remains functional, accessible, and responsive to future needs.

The information presented on this page is intended to provide historical and technical context regarding the library facility. Documents may include permits, architectural and engineering plans, project specifications, facility assessments, building evaluations, photographs, reports, and records related to maintenance, repairs, and capital improvement projects undertaken throughout the life of the building.

City staff will continue researching available records and adding documents, plans, reports, and other relevant information as they are identified and reviewed. Because some records date back decades, this collection will continue to evolve over time as additional materials are located and organized.

This effort reflects the City's commitment to providing the public with a thorough understanding of the library facility's history, condition, and ongoing needs. In the interest of transparency, the City has sought to present the most complete picture possible based on available information, while recognizing that certain records may be unavailable, incomplete, or subject to legal, privacy, security, or public safety limitations.
